東日本大震災の被災地に「見物人」とみられる人と車が入り込み、緊急車両の通行や行方不明者の捜索活動に支障が出ている。マナー違反の行為も目立ち、自治体や警察は良識ある行動を求めている。
　津波で沿岸部が壊滅的被害を受けた宮城県亘理町。町災害対策本部の関係者は「３月末から町民以外と思われる人が増えている」と明かす。路上駐車して壊れた堤防などの風景や捜索、がれき撤去活動の様子を撮影する姿が目立つという。
